HONGKONG, 17th. May, 1911.

In connection with the revision of the

Hongkong Ordinances, now in hand, His Honour the Chief Justice

has raised the question as to whether Colonial Naturalization

extends to the children of naturalized persons, and, as there

appears to be some doubt on the point, and as I do not think it

is worth while naturalizing the father unless the Government is

also prepared to naturalize the children, I enclose for your

consideration a draft Ordinance which will remove all ambiguity

on the subject.

The Acting Attorney-General, Mr. C. G.

Alabaster, is of opinion that the proposed amendments fall within

Section 16 of 33 Victoria Cap. 14, a view also held by the

Attorney-General, Mr. W. Rees Davies, but from the enclosed

minute you will see that Sir F. T. Piggott has doubts on the

point.
